Question Average FPS is high but single digit 1% and 0.1% lows

I experience a lot of microstutters in almost all games (except tf2 probably), and my 1% and 0.1% lows are atrocious - they are around 3-1 fps, meanwhile average fps is 130. I only recorded them in one game (dead space remake), but stutters appear in every game, so I think this is happening in other games as well.

I recently upgraded my pc and replaced everything except discs, keyboard and the monitor (monitor is ~ 3 months old), but the issue still persists. Current specs:

CPU Ryzen 7 7700, GPU RTX 5070, PSU DEEPCOOL GamerStorm PN850M, MB 650M Gaming plus wifi, RAM 16x2 ADATA XPG Lancer Blade, Samsung SSD 970 PRO 512 GB, 2 x 4 tb Toshiba HDDs, LG Ultragear monitor​


What I tried:
  • Changing power plan
  • Disabling monitor audio (nvidia high definition audio)
  • enabling A-XMP
  • Using DDU and reinstalling drivers
  • Several windows reinstalls
  • Deleting Nvidia app
  • Locking framerate + vsync + gsync
  • Disabling game mode and game bar
  • scf scannow command
  • installing games on ssd instead of hdds
  • checking disks health (all 100%)
  • Disconnecting LAN cable
  • Disconnecting the keyboard or the mouse. The latteer seemed (only seemed though) to help the issue (the mouse is old), but I am not sure yet, will need to test with a different mouse
  • Problems started before I installed msi afterburner, so it cant be the issue as well
  • the GPU is powered via 12v 2x6 connector, so that cant be the issue
  • I use Display port
Maybe the BUS usage is some kind of a lead? It seems to be frequently hitting 100%, but when I googled this I couldnt find any information on whether this could cause problems or how to fix it.

Yes, this could very well be the issue. Some of the newer bios updates solve GPU bugs. Make sure to clear CMOS after the bios update.
Okay, so I did three things: replaced the mouse and then tested the game, then updated the bios and tested it again, and then changed the mouse back to the original. At first It felt like replacing the mouse improved things a bit (1% and 0.1% lows increased):

Then I updated the bios, and I dont think it changed anything

After doing that I returned the previous mouse, and framerate was the same (didnt save the logs sadly)

So I am very confused- it seems none of these steps in particular helped, so most likely the changes have to do with the way I played the game, idk. My fps is still very chaotic and 0.1% lows are way lower than they should be at 1080p high settings
 
If you are using the latest Nvidia drivers, go back one version. Many people said they had issues with them.
I doubt thats the issue, since I had stutters even on my previous gpu (3060). if Nvidia drivers caused this, I would need to go back in 3-4 months of drivers (when the issue started to be noticable), and there were no drivers for 5070 at that time
 
Find the setting for FCLK in the BIOS (i don't know what its called in your board you may have to look it up, its the infinity fabric speed) and try manually setting it to 1800 which is the default speed
Nothing changed. I also tried increasing the frequency, but that caused black screen, so I had to clear cmos. Also, Idk if this will help, but in one of my cpu-intensive games (rts) my screen starts to flicker (losing brightness) when I hover over a lot of units. This doesnt happen in other games (including other rts), but it didnt happen before the upgrade. Maybe its something with the cpu? Like, it should be responsible for 0.1% lows. It's temperatures seem to be good and stable
 
Before upgrading, the previous system worked?
If you still have it, try putting the new GPU in that and see if it works and the old GPU in the new system to see what happens. At least this way you can exclude the GPU as the problem
