Question Choosing CPU

I'm buying a new desktop and wanted to know what type of CPU is best. I've been using an Intel 20 Core 1.4GHz last 6 years.
I watch video and use the Internet and edit video, play music and download video.
Would a 10 Core be good enough?

A Ryzen 7 7000 or 9000 series would work fine for your purposes since it seems like you mostly need a general purpose computer. What is your budget for this? Are you looking at a prebuilt, or are you looking to build it yourself?
 
I'm looking at a Dell with either 2.4 Ghz 20 Core or 3.3 Ghz 10 Core. Difference between CPUs is $400! Wanted to know if I can get away with cheaper 10 Core? My budget is very tight, less than $900 which includes OS. Looking at Newegg right now.

Are you located in the US? Does that budget include a monitor or that's just for the tower? The two below are pretty good deals, Newegg offers a 2 year extended parts and labor warranty for an extra 70 dollars as well. The asus one seems like its a standard ATX build as well, so replacement parts and repairs in case there is an issue shouldn't be a problem.

The ASUS is a good value! 17 Core and 1TB drive. I have an ASUS custom with 1GB Samsung solid state drive, 10th gen mobo but I shorted it out. (It lasted me 6 years.) I don't need a large drive. I have a monitor.
It says 2.1GHz up to 5.1GHz. Does that mean it can be overclocked to 5.1GHz?

It means the base clock, the slowest it will ever run, is 2.1ghz. You would only get this speed if you're using up all the potential of the CPU, and it's running at its thermal limits. While 5.1Ghz is the turbo speed, the fastest it could run on light tasks without overclocking. The I7 13700 is actually rated for a smidge higher at 5.2Ghz, so it's either a typo, or Asus slightly limits the max boost speed for longevity. Either is possible, and honestly you'd never notice the missing 100mhz if they did limit it. It's basically a rounding error in performance at that point.

so do you need an entirely new build from scratch ?
$900 is the budget for the entire system ?
do you have some parts that you can potentially use from your older build ?

If your motherboard died, then just get a new motherboard.
Compatible 400 series and 500 series motherboards should still be available new.

Unfortunately LGA 1200 motherboards are somewhat more expensive than newer boards.
