Question PC not booting up, not sure if it's the motherboard or the CPU ?

I build this little portable build 2 years ago then left it in storage now it wont boot. was a old office computer i upgrade with new psu and gpu and now it turns on lighrts go on not speaker for beeps and no display comes on. did everying i could think off rest ram, and took out cmos battety and tested sperate parts but still nothing must be cpu right that is the only thing i didnt take out

When posting a thread of troubleshooting nature, it's customary to include your full system's specs. Please list the specs to your build like so:
CPU:
CPU cooler:
Motherboard:
Ram:
SSD/HDD:
GPU:
PSU:
Chassis:
OS:
Monitor:
include the age of the PSU apart from it's make and model. BIOS version for your motherboard at this moment of time.

i upgrade with new psu and gpu
Include the make and model of these parts as well.
